The TCEQ requires all regulated discharges of storm water to notify the MS4 operator each time permit coverage is obtained as well as terminated. The Municipal Separate Storm Sewer System (MS4) operator is usually just your local authority. However, an MS4 operator can include entities such as the Texas Department of Transportation, Municipal Utility Districts, or other publicly controlled systems.
